The Office of the Chief Security Officer (OCSO) for the Architect of the Capitol (AOC)  is responsible for the maintenance, care and operation of the buildings, grounds, and physical security enhancements of the U.S. Capitol Police, campus wide physical security infrastructure and an off-site campus supporting all legislative branch agencies. OCSO also manages the agency’s internal security programs and policies, including personnel suitability and badging and liaises with other partners regarding security matters.

The Command Center Representative staffs AOC desk at the United States Capitol Police Command Center seven days a week, 24 hours a day. This position monitors events affecting the Capitol Complex and notifies AOC leadership and coordinates the response of AOC resources when required.

Major Duties:
  • Monitor USCP radio, media reports and other sources of information to obtain information that could affect the operations and security of the AOC or Capitol Complex.
  • Assess impacts such as road and door closures, or other restrictions.
  • Monitor the statuses of special events.
  • Liaise with USCP, House Sergeant at Arms, Senate Sergeant at Arms, and other legislative and government agencies.
  • Coordinate AOC’s response to incidents affecting AOC operations and/or the security of the Capitol Complex.
  • Review and recommend improvements to AOC Command Center checklist and materials.
  • Assist with the creation of Standard Operating Procedures for AOC Command Center Operations.
  • Provide daily shift reports
  • Provide notifications to AOC leadership on events affecting the security and operations of the Capitol Campus.
  • Incident reporting and required notifications occur regularly via multiple methods (i.e. email or WebEOC).
Professional Qualifications/Skills:
  • Must have a current Top Secret personnel security clearance and the ability to maintain such clearance throughout the life of the contract.
  • Minimum of five (5), preferably seven (7), years of experience working in any of the following: 
o Law enforcement or security
o Emergency Management
o Law enforcement, security, emergency management operations centers
  • Demonstrated ability working in a high-paced environment with rapidly changing priorities and the ability to adapt and manage the new priorities.
  • Demonstrated ability to manage multiple tasks with frequent interruptions and multiple priorities.
  • Strong oral and written communications skills that demonstrate a professional demeanor and the ability to interact with others with discretion and tact; able to adapt style and tone to effectively engage the audience.
  • Demonstrated ability to write and edit clear, concise, and grammatically correct documents (e.g., reports, special studies, policy, and procedures.)
Other Requirements:
  • May be required to move equipment/files weighing up to 50 pounds
  • Requires ability to consistently perform repetitive tasks including filing and scanning
  • May require sedentary work at least 50% of the time
  • Reports to a physical location which occasionally requires the ability to traverse between buildings
  • Ability to manage stress with a high degree of maturity/professionalism
  • Demonstrated critical thinking and leadership skills and the ability to work well with others
  • Effective verbal and written communication skills
  • Other duties as assigned

The anticipated compensation range for this position is $54,700-$92,100. Multiple considerations are taken into account when determining the final salary/hour rate, including but not limited to, Contract Wage Determination, education and certifications, relevant work experience, related skills and competencies, as well as Federal Government Contract Labor categories.  Central to Watermark’s employment philosophy is the wellbeing of our employees which is why we offer a robust benefits package and wellness program alongside of annual base compensation.)
