PROPOSAL MANAGER

The Proposal Manager is responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal and commercial business opportunities, from pre-RFP to post-submission activities, in a fast-paced and time sensitive environment. Additionally, the Proposal Manager serves as a corporate subject matter expert on the proposal development processes. The ideal candidate is a thought leader, able to see the big picture without overlooking the details, fosters a positive and responsive team environment, and can quickly adjust to dynamic proposal development schedules and requirements. Can multitask with ease and is able to manage relationships with partner proposal teams.

In this role you will…
  • Manage the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include internal staff, corporate partners, consultants, and supporting vendors.
  • Apply experience and best practices in proposal team management to ensure the timely delivery of proposal submissions that are fully compliant with solicitation instructions.
  • Support the executive team with business development and capture efforts.
  • Continuously improve proposal operations.
  • Lead and analyze RFIs, RFQs, RFPs and other bid documents for requirements.
  • Develop the proposal schedule, outline, compliance matrix, and proposal development plan.
  • Work with the proposal and executive team to determine writing assignments and integrate win strategy, themes, and discriminators into proposal.
  • Provide insight, leadership, and work guidance to authors and subject matter experts on all proposal content.
  • Take ownership of the quality of the proposal for color reviews and final delivery by performing rigorous quality assurance checks on draft and final documents.
  • Respond to data calls and coordinate with cross-functional teams for proposals on which we are a partner, not the prime.
  • Prepare and lead efficient proposal kickoff meetings and status calls, ensuring activities adhere to the proposal development plan.
  • Identify key client pain points and tailor proposals to address them effectively.
  • Conduct activities required to successfully perform color reviews and debrief to authors.
  • Manage and execute proposal revisions.
  • Write, edit, and re-write sections of the proposal, as needed.
  • Ensure the high-quality content and appearance of final proposal deliverables.
  • Conduct and document proposal lessons learned and implement actions to improve process efficiency.
  • Coordinate and support the proposal production.
  • Develop targeted questions and interview staff to obtain critical proposal information, as required.
  • Communicate proposal requirements and status to senior management.
  • Write proposal narrative and leverage and re-use current proposal boilerplate information.
  • Maintain re-use libraries and ensure accuracy of current information.
  • Lessons, document and execute actions to produce process improvement and attain higher success rates.
  • Maintain accounts on GovWin, GSA and Sam.gov
Experience Requirements:
  • Minimum 5-8 years proven successful experience managing proposal teams and leading them efficiently in a dynamic, fast-paced environment on moderate- to high-complexity federal opportunities.
  • Ability to use standard English writing styles to write proposal sections. This includes information research and synthesis from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product.
  • Ability to deliver compliant, professionally produced proposals within customer-agreed upon timeframes.
  • Coordinate and edit proposal input from a variety of sources.
  • Strong time management skills.
  • Strong written English language skills.
  • Able to communicate at a senior level.
  • Ability to interview and coach teams and subject matter experts in persuasive writing, as needed.
  • Document template management.
  • Guiding subject matter experts to produce winning content.
  • Ability to work on multiple concurrent projects.
  • Ability to adapt to various people and working styles under tight and stressful deadlines.
  • Ability to work beyond regularly schedule hours on occasion.
  • Possess excellent leadership, communication, prioritization, and organizational skills.
  • Excellent editing and writing skills; excellent knowledge of grammar and punctuation.
  • Experience interviewing subject matter experts to support the proposal writing process.

Education Requirements:
  • B.A. and 5 - 8 years of experience. A Journalism, Marketing, English, Business or Communication degree is preferred. Editing and proposal writing/managing experience is especially important.
  • Familiarity with Procurement Sciences Inc. software a plus.
Certification Requirements:
  • Proposal Management and Writing training course completion is preferred. i.ie., (Shipley, Lohfeld, etc.)
Security Clearance Requirements:
  • A Secret/Top Secret clearance or ability to acquire one is highly desirable.
Other Requirements: 
  • High proficiency and capability in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project, One Drive), Adobe Acrobat, and SharePoint.
  • Requires ability to consistently perform repetitive tasks including filing and scanning
  • May require sedentary work at least 50% of the time
  • Ability to manage stress with a high degree of maturity/professionalism
  • Demonstrated critical thinking and leadership skills and the ability to work well with others
  • Effective verbal and written communication skills
  • Other duties as assigned
